Konami can't even support MGO/FOBs properly, so there's no way they could work on KOF, chapter 3 or anything like that but if they were already finished, all they have to do is either release them on PSN/XBL/Steam or put them on a disk as 'additional content' along with GZ and DLC items. It's been confirmed several times that no DLC would be coming, so if there were any plans for DLCs, they might be either scrapped (I'm leaning towards this) or were finished shortly after (or maybe before) release. he shared this info on Reddit, and his account was confirmed legit.

he claims that he asked Kojima about the incomplete state of TPP, and Kojima told him that they had plans for exciting DLCs but he wasn't sure whether they'll see the light of the day or not. the first thing is Yano's words on KOF, saying that KOF might beeventually released as a DLC or something like that, and the other comes from a dev at Bend studio, which Kojima visited during his tech trip with Mark Cerny. We know that no story DLC was being worked on, though there are things that hinted toward potential DLCs. their actions over the last year are incredibly questionable though, and if that's their plan, then I really have no idea what they were thinking with this. it won't even sell a decent amount, no one who played GZ and TPP would be willing to buy it again.

It's really a dumb move by Konami, provided they're just combining TPP with these cheap DLCs and GZ in one package. One weird thing about this whole thing is that it's listed as under the CD ROM category, it could be a placeholder though, but if it's a really a CD, then it just can't be a game, probably a bonus disk or something.
